Fernando Mrasigan Delgra Jr. graduated with honors  from the Technological University of the Philippines (TUP) and passed the licensure examination for teachers in 2002. He has a masters degree in management at TUP and with earned units at New Era University Law School. Before joining the law office, he previously worked at W. Brown Company, Philippine Red Cross, St. Peter Christian School and Central Institute of Technology.
